| The Message |

|
I would like to share with you some of my thoughts at the start of the year 2003.
Firstly looking back on 2002, Japan as well as the world was in extremely unstable and changeable conditions with a number of worrying factors. On economic side also we saw few bright news.
Some of the business enterprises, however, have begun to achieve deliverables from their transformational activities on which they have been working bravely for the past several years. In spite of the hard external environment, these firms have been achieving improved results in their respective ways.
This fact was immediately recognized by the stock market, as all of you know well, with the result of creating distinct difference even among companies in the same industry.
Our Company is one of these, and this should be credited to every one of you, the staff, and the former Showa Shell employees who worked so hard for the transformation aiming at recovery of the Company's business and with sense of urgency.
I am convinced that when you look back on Showa Shell's history in future, this will certainly be given clearer positioning as a memorable monument of your Company life. Here again I would like to express my appreciation to those of you who made great contributions to this achievement.
Now turning on to the year 2003, we can enumerate a number of worrying elements. I would, however, like to propose to remain composed when we think about whether or not it is really appropriate to conclude that it is now the hardest time for us Japanese who have been so accustomed to the long period of peace and prosperity. I believe before anything else that our efforts bear fruits without fail if and when we aim at a common goal as a team of individuals with strong personality who have independent mind and strong determination for self-help efforts. It is now the time that we ought to refresh our recognition that we cannot gain any satisfactory results as far as we remain dependent on others and on circumstances. I would urge you to join forces more than ever with confidence to each other as colleagues in the same powerful boat which steers ahead into the sea of stormy rain and rough waves.
Key to the future success lies in "people" and "their team work." It is the mission of the Top Management and the role of senior leaders that they will make their best to foster them.
As far as we highlight "people" within the Company, we must not forget to give deep understanding and appreciation to our business partners (dealers and contractors) who are also making serious and utmost business efforts. This does not necessarily mean going easy in business conditions with them. Tough dealings are indispensable, but it is also important to pay due respect to human aspects with which to keep friendly relationship with them and to consider things from partners' standpoint as well.
There is no magic or rocket science as it were, in business success. What is there is consideration to people and sensitivity to human aspects, which I think is the basis for customer orientation.
In our corporate management it is obvious that if we lose this prudence, our financial power and competitiveness would instantly go back to the level of 10 years ago.
With the aforementioned as our basis, I would like to aim at the following during this year.
1. Further improvement of total shareholder value
2. Focus on EVP, and establishment of good/efficient organization and strong corporate climate
3. Promotion of HR development with aim at building basis for sustainable growth
Finally I wish you all a happy and healthful year during 2003.
